Job Description

PURPOSE OF POSITION

Under general direction of the County Treasurer to supervise and perform duties related to this position.  Appointed every four years and approved by the Board of Supervisors.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The following duties are normal for this position.  These are not to be construed as exclusive or all inclusive.  Other duties may be required or assigned.

GENERAL

TAX COLLECTION AND DISBURSEMENT

Collect and distribute property tax dollars, including state credits to the area schools, cities, county funds, townships, community colleges, assessor, ag extension and State of Iowa.  Collect special assessments and delinquent tax liens for cities. Maintain mobile home tax records and collect mobile home taxes.  Process and account for tax payments made on the Iowa Treasurers’ Association web site.  Ability to process in office credit/debit card payments. Sorting property tax statements by name and address for annual mailing and researching addresses with discrepancies. Processing and proofing delinquent tax statements per Iowa Code, November 1, and May 1 of each year and mailing.

Research property tax inquiries and provide information to property owners, abstractors, attorneys, appraisers, financial institutions, and real estate agents.

Work with the Department of Revenue, Social Security Administration and Human Services regarding state credits and programs. 

Assist the Treasurer with the annual tax sale.  Post tax sale payments and redemptions.  Correspond with the tax sale investors regarding tax sale redemptions and subsequent tax payments.

Job Requirements

ADMINISTRATIVE DUTIES

Arrive at office and be prepared to conduct official business at 8:00 a.m.  Assist the head tax deputy as needed to complete daily balance.  Maintain daily filing and tax roll accurately and timely.  Complete and maintain accurate monthly reports: General Ledger, Apportionment, Orders, Vouchers, Transaction Detail. Maintain bank account information for entities regarding electronic disbursement: Schools, Cities, Townships, Fire Departments, Hospital, and Ag Extension.

Maintain contact information, include mailing or email addresses for Schools, Cities, Townships, Fire Departments, Hospital, and Ag Extension.  

Register Tax Sale Bidders, collect W-2, maintain contact information, including SSN or EIN, Bidder name, assignee when applicable, address, phone number. 

Issue Redemption Checks to investors upon redemption.

Remain current on legislation pertaining to Property Tax Department operations.  Maintain IDOT Highway Bypass Right of Way Purchase agreements and collected pro-rated tax.  Ensures official records are well maintained, including proofing and scanning of court case records as necessary. 

Assist the general public, elderly and/or disable with application and administer the state credits for Iowa Property Tax Credit Claim; Iowa Mobile/Manufactured/Modular Owner; and Iowa Special Assessment Property Tax Credit programs. 

Serve as a Notary to notarize documents for Motor Vehicle and for the public.  Ensure interest of the public are adequately served.

In the absence of the Treasurer, the Head Tax Deputy is responsible for time sheet reporting, including sick leave, vacation leave, and/or noting FMLA on timesheets when applicable.

In the absence of the Treasurer, the Head Tax Deputy is responsible for requesting the initial FMLA form and remitting it, for tax, motor vehicle or drivers license personnel.

FINANCIAL ACCOUNTING

Receive and accurately account for all funds received by the various county offices and state of Iowa Department of Revenue, Social Security Administration and Department of Human Services.

Daily reconciliation and deposit of funds received.  Monthly balancing of revenue collections and reconciliation of general ledger with the County Auditor and banking. 

Assist the Treasurer with preparing and reconciling semi-annual and yearly reports for real estate, special assessments, and mobile homes.  Maintain daily record of receipts and disbursements from county bank accounts for various funds.  Perform online banking transfers daily and accurate record keeping.

ADDITIONAL DUTIES

Training and Assistance as needed, for motor vehicle and/or drivers license departments as directed by the Treasurer.

MINIMUM TRAINING AND EXPERIENCE REQUIRED TO PERFORM ESSENTIAL FUNCTIONS

Graduation from high school or G.E.D. equivalent is required.  Working knowledge of office machines and computer data entry.  Experience in Microsoft Word and Excel. Ability to learn processes with several different webpages and applications on behalf of the county. Ability to learn and retain a vast amount of information and procedures online and in person.  Ability to work with the public under stressful situations and maintain professionalism.  Ability to work independently, and as a team. Possess strong communication skills, both verbal and written are essential.

PREFERRED QUALIFICATIONS

Degree or certification in areas of accounting, customer service, or computer applications.  Accounting, customer service, or computer application experience.

MINIMUM PHYSICAL & MENTAL ABILITIES REQUIRED TO PERFORM ESSENTIAL FUNCTIONS

PHYSICAL REQUIREMENTS

Entering data into the computer system using a keyboard which requires extensive use of fingers, hands, arms and regular eye contact in which objects must be seen at the depth of 20” or less.  Job involves bending and reaching (horizontal and vertical) to

obtain various books, printouts, file boxes, computer paper, license plates, and miscellaneous items weighing up to 50 lbs.   Standing at a counter and frequent walking is required.

MENTAL REQUIREMENTS

Ability to establish effective working relationships with co-workers, supervisors, and the general public.

MATHMATICAL ABILITY

Proficient in basic mathematics (addition, subtraction, division, and multiplication).  Able to count money and make correct change.  Ability to count documents; record and verify numbers and figures; balance receipts, checks, taxes, credits, and special funds.

LANGUAGE ABILITY & INTERPERSONAL COMMUNICATION

Ability to maintain composure and interact positively with the public under sometimes very stressful, interruptive situations in both direct contact and over the phone.  Maintain and respect customer confidentiality.  Knowledge of English grammar, spelling and punctuation.  Ability to write legibly and compose letters and emails professionally.

ENVIRONMENTAL ADAPTABILITY

Fast-paced office setting with varying customer flow.  Some light lifting may be required along with sitting, standing, and moving about the office.  Headaches, eyestrain, carpal tunnel, and related occupational hazards associated with data entry work would reflect most common injury.
