Job Description

This position is responsible for the skilled installation, repair, replacement,

fabrication, and maintenance of traffic control devices for the county’s secondary road system according to applicable county, state and federal laws and regulations.

Job Requirements

Essential Duties and Responsibilities (The following duties are normal for this position.  These are not to be construed as exclusive or all inclusive.  Other duties may be required and assigned):

  • With minimum supervision, installs new signs, performs maintenance and repair of existing signs, fabricates new signs, and replaces damaged signs on roadsides and bridges.
  • Maintains up to date computer database of sign inventory system, prints reports, orders materials for sign installation.
  • Performs snow removal operations.
  • Periodically reviews and evaluates sign performance features, makes recommendations to Road Maintenance Supervisor and County Engineer.
  • Establish and maintains traffic control in construction and maintenance zones and emergency situations and is in charge of flagging operations.
  • Completes various written work records including, but not limited to time sheets, sign location sheets, work orders, daily logbooks, utility locates and equipment service sheets.
  • Performs routine scheduled maintenance of assigned and other machinery and equipment, including but not limited to, changing oil, filters and other engine fluids, greasing vehicles, repairing tire chains and lights and washing and cleaning of assigned equipment.
  • Performs manual labor including, but not limited to, loading and unloading signs, signposts      and other related materials on and off vehicles, rebuilding barricades, cutting brush, operating   hand equipment such as chain saws, posthole diggers and other miscellaneous tools.
  • Performs maintenance and housekeeping activities of county buildings and grounds when necessary and as directed.
  • Notifies safety center as required.
  • Supervise those assigned to assist job operations.
  • Familiar with and able to use personal computer and related functions.
  • Other duties as assigned.

Qualifications:

Education and/or Experience:
Completion of High School, or GED equivalent.  Thorough knowledge and the ability to operate assigned vehicles and equipment in a safe manner according to public traffic laws and regulations.  Through knowledge of sign maintenance practices and procedures and related sign liability issues.  Familiar with the manual of Uniform Traffic Control Devices (MUTCD) and can correctly interpret same. Good knowledge of occupational hazards and the safety precautions necessary for the proper operation and use of assigned vehicles, equipment, tools and materials.  General knowledge of construction practices utilized in the building and maintaining of roads and drainage structures. 

Language Skills:
Ability to read, analyze and correctly interpret MUTCD and implement proper procedures.  Ability to read, analyze and interpret maps, maintenance manuals and similar type documents.  Ability to effectively write periodic work reports, fill out logbooks and document facts.  Ability to establish and maintain effective working relationships with fellow employees, supervisors and the general public.

Mathematical Skills:
Ability to calculate distances, heights and lengths.  Ability to estimate mileage, distances and locations with respect to maps and landmarks.

Reasoning Ability:
Ability to analyze situations and properly interpret appropriate MUTCD requirements.  Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form.  Ability to apply safety practices and procedures to all situations.

Certificates, Licenses, Registration:
State of Iowa Class B, Commercial Driver’s License (CDL) is required.  Employee must obtain Class A, CDL within 12 months of employment if the employee does not have a Class A CDL at date of hire.  Ability to maintain drug free environment and pass periodic random drug screening.

While performing the duties of this job, the employee is regularly required to talk, hear, see and use hands and legs to operate a wide range of vehicles and equipment, exit and enter the vehicles throughout the day, operate equipment in adverse weather situations for extended periods of time, and perform work functions in construction environments.  The employee is required to perform repetitive hand, wrist, shoulder, and leg movements, have effective hand and eye coordination, climb and maneuver steep banks and push and pull on signposts.  The employee is periodically required to perform regular vehicle maintenance activities and perform scheduled work requiring the ability to exert or lift 50 lbs.  The employee is periodically required to use hand tools to perform job activities.  The employee is periodically required to be available during adverse weather conditions and nonstandard hours.

Work is performed in a variety of outdoor environments and locations throughout the year.  The employee may be subjected to extreme weather conditions for short periods of time.  The employee may be subjected to working on road construction jobs, maintenance activities, employee may be subjected to extended periods of working independently or in a group, in environments with periodic high noise levels, dusty conditions and hazardous conditions.  The employee may also be subjected to work on uneven ground surfaces for extended periods.

Job Hours

Normal working hours are 7:00AM-3:30PM, however the employee is periodically required to be available during adverse weather conditions and nonstandard hours.
