Job Description

To perform a variety of the specialized technical and administrative functions including registering voters, conducting elections, processing voter registration, maintaining voter registration, election databases and related software, processing election data and information and generating reports as requested. 

Job Requirements

Essential Duties and Responsibilities: 

  • Perform duties and represent Mahaska County in a professional, responsible, and trustworthy manner, avoiding bias and conflict of interest and the appearance of same. A positive attitude, happy demeanor and a genuine interest in people is necessary. The desire to learn and share information as it relates to Elections, voter registration, computer operations and all facets of the County Auditor's office. The ability to communicate clearly, listen carefully and perform tasks correctly, with efficiency. Establish and maintain effective working relationships with appointed and elected officials, other employees, and members of the public.
  • Review voter registration applications, verify and determine eligibility in accordance with current laws and regulations. Prepare correspondence to voters as necessary.
  • Create and manage voter registration forms. Maintain an organized filing system and keep records up to date.
  • Assist in the administration of election preparation for federal, state, county, city and school district elections held in the County.
  • Prepare election precinct kits, hire and schedule training for election officials, reserve and coordinate polling locations prior to all administered elections.
  • Ability to research and implement election legislation.
  • Oversee voting equipment, including maintenance and inventory.
  • Knowledge of procedures necessary to provide technical support on all County election equipment.
  • Knowledge of the methods and procedures necessary to create, program and test ballots for all elections administered by the County Commissioner of Elections.
  • Knowledge of !Voters database to create and manage elections and voter registration.
  • Prepare and publish legal notices related to elections, election billings for other governmental entities, and cost comparison documents for the County Auditor and Board of Supervisors.
  • Provide information to the public concerning voter registration, absentee voting and other election related issues such as polling place locations. This includes news releases and website updates.
  • Set up precinct poll books/software for each precinct.
  • Assist in reviewing requests for absentee ballots, verify eligibility, issue absentee ballots, send and/or provide information to voters regarding logistics in completing and submitting absentee ballots.
  • Prepare election night reporting forms, canvass documents and election abstracts.

 Although the individual will be assigned responsibility for specific activities in the Auditor's Office, the individual will provide backup for and, on a regular basis, work as a team with Deputy Auditors in charge of Accounting, Payroll/HR and Real Estate. 

Qualifications: 

  • High school diploma or equivalent required.
  • Associate's degree (A.A.) or higher in Business is preferred, considerable (3-5 years) job-related business office experience, or an equivalent combination of education and experience.
  • Job-related experience in a governmental environment is preferred.
  • Must possess a valid Iowa Driver's License and be insurable under the County's guidelines.
  • Excellent written and verbal communication skills are required.
  • Ability to read and analyze governmental regulations and technical procedures pertaining to elections and related issues.
  • Ability to maintain compliance with applicable state and federal laws.
  • Ability to maintain confidentiality.
  • Ability to work extended hours during elections.
  • Must maintain a high level of accuracy and attention to detail.
  • Ability to work within specific timelines and deadlines.

Certificates Requirements:  

  • State Election Administrators Training
  • Attend job related training, workshops and seminars
  • Notary Public

 Work environment and physical demands: 

  • Position is in an indoor office setting requiring knowledge of modern office practices, procedures, and equipment such as copiers, scanners, fax machines, telephones, and computers (including Microsoft Office Suite programs).
  • Must be able to lift/move up to 50 lbs. to transfer voting equipment.
  • Ability to travel locally to polling locations and travel out-of-town for training and meetings.
  • Position requires frequently working extended hours due to elections.
  • Exposure to high stress situations is common.

 

Job Hours

Normal operating hours are 8:00am - 4:30pm.  Extended hours required due to elections.
